Riga as European Capital of Culture
The Latvian capital with nearly 700,000 people is the largest city in the Baltics. This year it is also a European Capital of Culture. Our reporter was there to see how people are banding together to make their city a "force majeure" of culture and artful ideas - and that includes a visit to the city's new National Library.
